Guidance on Public Procurement for SMEs provides an introduction to public procurement for Small and Medium Enterprises (SMEs). Obligations of EU Member States are discussed in respect of the free movement of goods, freedom of establishment and the freedom to provide services as well as the principles deriving therefrom, such as equal treatment, non-discrimination, mutual recognition, proportionality and transparency. The UK’s role within the EU and its requirement to transpose EU Directives into National Law is also covered.
