The Terrorism Act 2000 marks an important new phase in the laws against political violence within the United Kingdom. Though the legislation is grounded in the Northern Ireland (Emergency Provisions) Acts and the Prevention of Terrorism Acts, by no means does it represent a simple continuance of those regimes. The Act provides for a more unified regime than before and also brings about important modifications including changes in the definition of ""terrorism"" to which the Act applies, new powers and offences as well as some novel safeguards in the ways they operate.

This text provides a full commentary on all parts of the Act, including proscribed organizations; the forfeiture of property; police powers to conduct terrorist investigations and to detain suspects; offences; and special measures for Northern Ireland. There are details of the background behind each measure, including the Government's consultation document ""Legislation Against Terrorism"" (1998) and Lord Lloyd's ""Inquiry Into Legislation Against Terrorism"" (1996). The practical implementation is also examined, not least with reference to the Human Rights Act 1998.
