Economic, social and cultural rights - such as labor rights, and the rights to food, health, education, housing, and culture - make up half of the international catalogue of human rights. Their importance has, however, been consistently downgraded. The reasons are partly political and ideological and partly a reflection of the range and complexity of the issues which these rights address.
