Who controls non-personal data in Europe and how is it governed? This book offers a clear, wide-ranging account of the law and governance of non-personal data in the EU, focusing on matters of data control in the legal framework and in contextual applications. It shows how contracts, intellectual property and technological protection measures enable powerful actors to gain the upper hand in controlling non-personal data, often at the expense of others. The book moves beyond purely market-instrumental approaches which characterise current EU data law and canvasses a range of theoretical and conceptual perspectives to think how non-personal data should be governed.

Drawing on practical examples of collaborative data governance and on applications and trends in sectors such as smart farming, smart manufacturing and the smart city, it highlights alternatives that are already taking shape. Lastly, it sets out a vision for a more just data law and governance.
