This text presents edited papers from the Conference on European National and Regional Environmental Advisory Councils and Actors of the European Environmental Policy held in Berlin, November 1994, in which 17 environmental advisory councils from 9 EU member states participated. The core theme of the Conference was Agenda 21 and its implementation at the national level in which advisory councils play an active role throughout the EU.
