This work examines the broad changes in American regulatory politics since the New Deal. Offering a preliminary assessment of the failure of a countermovement in the 1980s, focusing on the FTC and the EPA, this second edition also includes coverage of the Bush administration, and concludes that the ""public lobby"" regulatory regime of the 1970s has remained intact despite 12 years of attempted deregulation.
