The law relating to telecommunication regulation has recently come under academic scrutiny due in part to the ratification of the WTO Accord on Telecommunications, which came into effect in February 1998. Thus the familiar model of a natural monopoly delivering telecommunications services has given way to an open telecommunication market in which competition is promoted.
