This work addresses local government constitutional and administrative law as a subject distinct from the law governing the various functions of local authorities. It examines the legal framework within which local government is organised, covering both the statutes regulating local government and the administrative law governing local government activities, including domestic administrative law and European law.
This new edition incorporates fundamental recent developments, such as the creation of the Greater London Authority, directly elected mayors, the shift from committee based systems to an executive-based system, new Capital Finance rules, and the introduction of standards boards and adjudication panels.
