The European Works Council Directive is the first measure to set up a truly European model for companies operating in Europe. The Directive is a flexible instrument which intends to enhance productivity by opening up social dialogue in those companies. The framework it sets up allows companies to adopt a ready made model or to agree to voluntary agreements.
