The new Brussels II Regulation applies to persons who are either nationals of, habitually resident, or domiciled in a Member State of the European Community. It deals with issues concerning jurisdiction and recognition in respect of dissolution of marriage and parental responsibility. In relation to decisions regarding parental responsibility, the new Regulation is much wider in scope than its predecessor, since it extends to measures for the protection of all children and is not limited to consideration of their interests in the context of matrimonial proceedings.
