This study brings together two documents first prepared for the Intergroup on the Welfare and Conservation of Animals at the European Parliament. The first part of the work presents a detailed analysis of major areas of concern for animal welfare in Europe and suggests ways in which these might be addressed. It aims to provide a guide to the main aspects of animal welfare which are, or could be, affected by European Community legislation or the work of the Council of Europe and the GATT/WTO.
